Fire Chief Roger A Mann

Roger A Mann joined the Salem Fire Protection District in September 1991 after moving to Salem. He began his firefighting career with the Kell Fire Protection District, Kell Illinois in 1977. In 1983 he moved to Fairfield Illinois where he was involved with the start of the Fairfield Rural Fire Protection District as the First Chief of that department. The Salem Fire Protection District promoted Roger to the rank of Captain in 1996 and as Assistant Chief 2001. With the retirement of Chief J.T. Somer, in August 2003, Roger began his his career as Chief of the Salem Fire Protection District.  Chief Mann is a member of the National Fire Protection Association, Illinois Fire Chief Association, Illinois Association of Fire Protection Districts and the South Central Illinois Fire Chiefs Association.  Chief Mann is an Illinois Certified Firefighter II, Instructor I, Hazardous Materials Incident Command, Hazardous Materials Operations and Field Staff Instructor with the University of Illinois Fire Service Institute.  Chief Mann and the members of the Salem Fire Protection District strive to provide the highest level of fire suppression, rescue and Hazardous Materials mitigation to our community in the most effective manner.

    

Assistant Chief David Duncan

David A Duncan joined the Salem Fire Protection District in November 1974 at the age of 17 years old. Chief Duncan is a second generation firefighter with his father having been a volunteer for the Salem Fire Protection District for over thirty years.  Chief Duncan was promoted to Company Lieutenant on June , 1980. Chief Duncan was again promoted in November 1995 to rank of Communications Officer and placed in charge of all district communications, procedure development, and maintenance.  In August 2003 Chief Duncan was Promoted to Assistant Chief under current Chief Roger Mann.  Chief Duncan is a Certified FireFighter II, Hazardous Materials Technician, as well as many others, and is a member of the Illinois Fire Chiefs Association, South Central Fire Chiefs Association, and M.A.B.A.S. Division 47.

   

    

Deputy Assistant Chief Jim Cerny

Jim Cerny joined the Salem Fire Protection District on October 21, 1980. He was promoted to the rank of Lieutenant on February 21,1989 by Chief Jim Raver and to the rank of Captain on November16, 1999 by Chief Jim Somer. Jim was promoted to his current rank of Deputy Assistant Chief on August 13, 2003 by our current Chief Roger Mann. Some of Jim's certifications from the Office of the Illinois State Fire Marshal include Firefighter II, Firefighter Instructor I, Hazardous Materials Operations Instructor, Hazardous Materials Incident Command, and Fire Apparatus Engineer. Jim has Completed NIMS ICS 100, 200, 700, 300, and 400. Jim's training has also included a wide variety of National Fire Academy and University of Illinois Fire Service Institute courses. He is also active as a University of Illinois Fire Service Institute Field Instructor. Jim's education includes a Bachelor of Science Degree in Industrial Education from Illinois State University and a Master of Science Degree in Occupational Education from Southern Illinois University.   Jim's current duties include Firefighter II training, managing our driver training program, and apparatus maintenance and repair.

    

Captain Steve Murphy

Steve Murphy joined the Salem Fire Protection District in August of 1984.  He was promoted to Lieutenant in January of 1995 and then to Captain in January of 2000.  He has been the Training Captain for most of the past six years.  Captain Murphy is an Illinois Certified Firefighter II, Instructor I, Hazardous Materials Incident Command, Hazardous Materials Tech A & B.  Captain Murphy has attended training at the National Fire Academy in Emmitsburg Maryland, Texas A&M, FDIC Training Conference and several IFSI Fire College events.  Captain Murphy is a Field Instructor with the Illinois Fire Service Institute.  He regularly instructs Haz Mat Ops and Cornerstone classes for IFSI.

 

Fire Marshall Bill Fulton

William R Fulton began his fire service career with the Salem Fire Protection District in April of 1996. In 1999, his fellow Salem Fire District Firefighters named him "Fireman of the Year". In 2000, he was named Lieutenant of Company 4 and remained a company officer until 2007, when he was named Captain. In August 2009 Bill was Appointed to the position of District Fire Marshall by the SFPD board of Trustees.   As Captain, Fulton is responsible for overseeing the area of Safety for all Salem Fire District personal. Fulton also has command duties on fire, rescue and hazmat scenes. In addition, as a Certified Fire Investigator he conducts primary investigations for the Fire District.  Captain Fulton is an Illinois Certified Firefighter II, Instructor I, Hazardous Materials Technician, Hazardous Materials Incident Commander, Fire Apparatus Engineer and Investigator. He also is a Field Instructor with the University of Illinois Fire Service Institute where he instructs firefighters in the areas of fire ground procedures, hazardous materials and agricultural rescue.  Fulton is a member of the International Association of Arson Investigators, Illinois Chapter, The National Association of Fire Investigators and the Central Illinois Fire Investigators Association
